**Q: Can I buy then now (mid-November) and plant them in the spring for zone 7? Will they still be viable?**
A: You can plant in Spring, Summer.  So for you, I would say plant them in Spring once frosts are over.  Viability is a different question.  Seeds from the same year are  realisitically 90% viable.  They loose about 10% viability each year.  I planted two plants and a row of seed late Spring last year.  The plants were great and the row of seed yielded two more plants.  They were quite a bit smaller and did not flower.  I expect they will this coming Spring.  This is a beautiful and tough plant.  Eventually, you will get many flowers/seed heads.  I must have at least fifty seed heads from the two mature plants.  I am going to plant those this Spring and see.  I am betting I will get a better row of plants, because the viability is close to 100%.  I don't think that is guaranteed when we buy seed packets.
Look online for directions on planting the seeds.  Here is a website address that gives a pretty good description of the plant requirements.
