Pls describe.** A: It's manual. Not sure where they got the 'electric' from, it may be a translation issue. You insert the paper along the base, then move the lever up and down and it fringes your paper. It's much easier and faster than using a pair of scissors. **Q: Are replacement blades available if the original gets dull?** A: I have not seen replacement blades but have been using my fringer for quite some time and it hasn't gotten dull yet. **Q: Does this machine have any function for cutting quilling strips out of construction paper?** A: No it does not it only fringes the psper **Q: No instructions inside the package ? How do I set it up?** A: I’ll do my best. The place where you place your quilling strip has a large screw that hold the size of the paper in place. It looks like you can move the screw to alternate holes based on your needs (if you’re doing volume of one size…one at a time.) The white ends sticking out on each side is what you press down when inserting your paper….insert the paper to the end under the bar that holds it in place. The tall screws on top adjust the width of the fringe (cut) and the length of the cut. I think the left screw is width and the right is for length. And as you can see, the handle is the cut. The best thing to do is play with the adjustments to figure out what you need for the size paper you are using. By the way, I didn’t get any instructions either……I guess they think we know how these tools work before we get them……I didn’t know either. Fortunately I already had one from a different company and it, also, did not come with instructions….so I sort of knew a little bit about how they worked from playing with the adjustments. But that one had limitations on the size paper it would fringe. Long story short, I hope this helps you out. I like this fringer better than the first one I purchase.
