A: No, this goes beneath the cast. Its cotton padding.

**Q: Are the cotton rolls sterile?**
A: Yes this kind is ordered another kind and was not but this is yes good stuff!  MedVetInternational I think is the company Amazon gets it from 15.00 or 15.95?  Prayers are with you God Bless!  Good luck!  Rolls should and did come with plastic wrap around them.  Had to look it up bought 2 different kinds  and yes this is the right one.

A: IM NOT SURE BUT IT PRETTY THICK AND COMFORTABLE... I USED IT UNDER MY CAST ON MY ANKLE AND LEG
