you can wash the oil out by hot water or Dishwashing liquid,and then dry it with soft colth. 
The ink should not dip in too many at a time, no more than half of the pen is advisable. 
If dipped in too much ink, you can shave the nib off at the internal jugular place of the bottle,let the ink wall down through the bottle. 
if New pen scratch paper, it can be sharpen in the whetstone.you need wash the nib after using,better by clear water to keep using it smoothly.
