There is a yellow tab that you have to pull on and remove to activate these smoke detectors. After fooling around with it for awhile, I discovered that the mechanism associated with this pull tab did not activate the detector. I pushed and tapped on the mechanism, and finally got the satisfying CHIRP. It now works.
