A: i think it may depend on airline, sorry i have not tried to use it as a carry on, suggest you take the measurements and ask an airline.

A: You screw the wheels on yourself. I placed the light up wheels on the higher screw so they don’t light up all the time. I don’t think light up wheels are still a thing.
