This is some strong stuff. I learnd to dab a little and rub my finger to areas that require it. Do not rub this stuff over your wold mat. I use 3 dabs for the lenght of the paper on my cricut/cutting mats. For instance 8 x 11 sheet paper I use 3 dabs Long and 3 dabs wide and use my finger to spread it towards the middle of the mat. I think your best bet is take it the dry cleaners and see if they can remove it.
