Heat up the rubber backing a little and then take a thin screw driver to take the top lip of the cover and shift it over the pedal. If I recall the cover slides on from the bottom and then you have to get the top of the cover over the lip of the pedal. While the cover has ben slid over the pedal insert the screw driver under the lip on the cover and work it over the pedal, this is easier if the cover is warm.
