As I was preparing to return the item, I followed the troubleshooting guide provided by the seller and discovered the new remote first needed to be paired. Makes sense, but this isn't something I was aware of. I was able to pair it by putting the new remote next to the defective remote (that no longer controlled the volume) and depressing the power on buttons on both the new and the old remotes simultaneously.
