A native bias-tee of any sort will cause loss (reduction in sensitivity), regardless of design. As such, our general recommendation is to use a well-designed external bias tee whenever possible--as it can be completely removed from circuit when not needed. If impossible, or if your budget will not permit such a solution, the next best thing is having 2 SDRs, one with an active or switchable native bias-tee and one completely without such a circuit for passive antennas. I just had to go back thru this again when I tried to fire up my RTL system for the first time in maybe six months. Do a web search for "zadig" and download the file from one of the sources (not many). Open it up and run the zadig.exe file. The hard part is getting the right configurations into thr zadig window. Then hit the "replace file" button. If you got it right, things should start working. I'm sure you can find more detailed and complete guidance from some web sights, in particular RTLSDR.com, but this gives you the general idea. Good luck with it - the SMArt makes quite a nice little shortwave radio with with an HF upconverter feeding the SMArt. **Q: Does it transmit?** A: No you cannot transmit with it **Q: If I want to listen to trunked P25 or trunked DMR, are two dongles required?** A: Yes, you can use ONE sdr now to listen to P25 phase I and phase ii. How it works is the dongle will monitor the control channel and the transmission channel within the bandwidth of the sdr. You will get better and more calls with 2 sdrs.
