My rescue Yorkie was afraid of such sounds too. I just gradually desensitized him by giving him a tiny treat (even a piece of his dry food!) as a reward at the same time I undid the velcro (with harness off for 2 days, followed by 2 days with harness on). He started to equate the treat with the velcro, so that the sound of velcro was a good thing! That method has worked with a number of his issues (Swiffer WetJet, vacuum cleaner, getting his eyes cleaned and eye ointment, etc.) He's now much more relaxed, self-assured, unstressed, and is off all the meds Xanax, Prozac, acepromazine) he was on at various times before I adopted him. Take it slowly. Your pups will be better off and so much happier if they learn that the sound of velcro equals something good, that there's nothing to be afraid of. (So many things these days use velcro -- sneakers, jackets, dog harnesses, etc. -- it would be a terrible shame if your babies were frightened of them all.)
