UDP is a simple and reliable protocol to communicate with Arduino and ESP8266 chip. But we can only use Mobile APP to send UDP control signal to robot car. If you want to use PC to control the robot, you need use HTTP instead of UDP protocol and run a small web server on the robot car. Then you can use browser to control the car. This is a little bit diffcult for normal users and also not reliable compared with UDP. So we don't provide detail tutorial on such HTTP solution.
