This is strictly a passive connector. It does not transform the connected voltage in any way. Generally, it's safe to apply 5V to a device connected to a USB-C connector. Phone quick chargers use higher voltages, but resistors must be connected to "program the device" to accept the higher voltage. Please only apply 12V through this connector if you know exactly what's happening.
