I used them to hold down a 10x10 EZ-up on a day with 24+ mph wind gusts. It did not move. We filled 2 half-full with sand and 2 half-full with gravel and it was plenty of weight to keep the canopy in place. I don't think filling to the top is necessary unless you have very high winds. It took 2 of us to fill them, one holding it open and the other pouring sand/gravel. If you have a container you can set it in and fold the top over the opening you could do it by yourself (similar to filling an icing bag) I didn't have trouble with seems splitting or handles breaking when carrying them while filled half-full.
