To operate it you have to be an FCC licensed operator with at least a Technician license (HAM). You can listen unlicensed but will likely have a van bristling with antennas show up if you use it illegally. It operates on 2 meter & 70 cm bands. Look around for videos or second-party instructions on programming. There are 2 guides included and you need the not very easy to use procedures in both to tune the radio and to store settings to channels. It's a good radio. **Q: Is this radio water resistant** A: Short answer: Yes. Long answer: it's splashproof, but not submersible. I would be willing to use it in the light rain, but not out in full adventure on a boat or something. If you need higher water resistance, consider the VX-6, which I have.
