I can easily stretch it to fit around my own head but it gets pretty thin at that point. These should work for toddlers, they will just be stretched a little thinner. **Q: Are these cpsc compliant?** A: yes and very soft and comfortable.. **Q: Do these go back to shape or remain stretched out?** A: Mine have not stretched out at all. I use them for ear loops on face masks. They are washed frequently and are still nice and stretchy. I do not put them in the dryer. **Q: How are they ??** A: Amazing, the best headband you could buy.
