Goes underneath and gives the perfect amount of padding that I need on my rug to lie on my hardwood floor. This truly is a right amount of sturdiness and comfort for a layer of protection. Also, it really works 100% at not letting the rug on it move around the room. I will say the 1/4 inch is pretty thick. So make sure this protector is a little smaller than the rug that is lying over it, or you will have to trim it.
