I think the wheels rotate, but not independently, they are connected by half "axles" which are joined in the centre of the model. This is originally a Rosebud/Kitmaster model construction kit of over 50 years ago, which later became an Airfix kit - which was described thus - "embodies virtually all the detail and movable features of the actual locomotive". It was designed to fit on standard 00 and H0 track - 16.5mm. The kit was purchased by Dapol in the 1980s. I got this as a precursor to building the OcCre kit which is a much larger 1:24 scale.
