Is 35/36" the smallest that it can get?** A: Yes, the arm does not fold. **Q: Will this help keep my puppy still enough to trim his nails?** A: Don't know. Is you puppy a Yorkie or a Great Dane? Just kidding. It does have the straps that go under the tummy. The neck strap & tummy strap would keep him from falling off the table but he could still squirm around.
