You stick this stuff over the picture (which has been stuck to a sheet of wood) and do the cut. It was easy to apply, and quite forgiving, as in you can peel it up and stick it down to ensure no bubbles. It doesn't damage the paper and print which is key! It worked real well, but was a pain in the backside having to peel it back off each jigsaw piece after laser cutting it!
