Mine are true to my size (6.5 UK), and my tap teacher explained that they should be close fitting, otherwise you get issues like blisters or trying to 'claw' the toes when doing a pick-up etc. It helps that they are leather, and therefore stretch a bit with your feet. They are heavier than bog standard tap shoes, which suit me, they are so comfortable, the sound it great and they have definitely helped improve my Rhythm tap dancing.
