I tried to find other ways to mount my lights but it turns out these really are necessary. The makers did a good job of shaping them just right so that they fit into the available space without hindering hood movement. Took maybe 10 minutes per side. You really don’t have to take the fender all the way off. Removing the two 12mm bolts by the headlight, and the five 10mm bolts (3 along the top edge, and 2 behind the door) is sufficient. There is enough play in the fender that you can hold it out of the way with one hand while you attach the brackets. I used an impact driver to make it extra easy.
