I spun it by hand and it continued to run. The main capacitor was no good. The brown capacitor was actually ok, however, it was at the 175uF without the resistor (desoldered). I opted to replace it with this one and soldered the original 15k ohm resistor to it. Unit came back to life after replacing both capacitors. Cheap DIY fix that most people can do themselves and save money in the process.
