I apply on clean brows before any makeup - it laminates quite well and goes on clear - no weird white film. I am able to get the wonky hairs going in the right direction! I let it hang out in a very laminated state while applying all of my other makeup then finish with a brow pencil to fill in the gaps. Finally I use the brush/comb on the other end of the applicator wand to diffuse the pencil and “unstick” the hairs a little to make it all look more natural and softened up and not so slicked/laminated.
