A: No not really it does not have the ability to remove plaque, only physical brushing can do that, 
I use this purely as a medicine in that if I get a mouth problem I use it, otherwise I use standard mouthwash, 
Like all medicated things if you use them all the time they lose effectiveness,

A: I think it is, it doesn't have the harshness that others with alcohol do. However, I am out of stock so I can't check the ingredients list.
