I know I sound like an idiot but I've turned it both ways and it still won't dispense.** A: I felt the same ugh... I figured it out... tighten the whole cap so it is not turning and slide the tap clock-wise and you will feel the tap click then you can push it down a few times to get rid of the air and then the conditioner will start coming out. If you pay attention the cap has a sign with arrow which is VERY VERY difficult to see :( It says OPEN CLOSE with arrows in between.
