Since it relies on evaporation, you need the air to be relatively dry to get the cooling effect. Our state isn't necessarily known to have a lot of days of dry heat and the high humidity reduces the effect drastically. So for me, this means that the initial cooling effect from a wet towel doesn't last long and converting sweat into a cooling towel is a bit of a unfulfilled promise. (The sweat is soaked up by the towel and the larger surface is supposed to encourage evaporation.) On days when it works, however, it's both a nice sun screen for my neck and a cooling scarf.
