I would think a full size tissue box there would get in the way (both driver and passenger arms) while seated. If you have 11" between the seat backs it would fit over the armrest between the seat backs and likely not get in the way of driver/passenger arms but it would get in the way to access the armrest compartment (if it opens). If you're asking if you can turn it 90 degrees to make it fit over the arm rest portion of the center console, then you just need to make sure it meets the range requirements.
