I use them with short boots. I have tucked them into short boots and I have used them out over the tops of my short boots. However I had gotten a Small because i am 119lbs. Shape can make a big difference on how weight is distributed but given she is petite, I recommend either a L or XL depending if her waist is smaller or bigger. My previous riding tights annoyed me as I had to keep pulling them up and adjust them as i moved around. However, these beauties stay put. I wore these to the stable today. They hug in the most comfortable way and are light! I didn't pull at my pants even once!! I also love that they fit tall, plus size rider.
