At first, it looks small but it sits just right on the hips without it being too long.  It's meant to be worn over yoga pants or shorts.  Adds color to your outfit.

I have owned similar or the same item,  not sure.  Usually they stretch to fit.  We use it on a softball team for whoever gets the 3rd out each inning.  I bought a new one and it did not fit all.  The first day we used it, it got torn in half.  It will not stretch to fit and we dont even have anyone too large on the team.  probably 38" waist max.
