They're smooth plastic, and the reason I don't care for them. My clothes slip off unless they have straps. **Q: Any smaller orders? Some people don't need 40 of these** A: We are unable to offer smaller quantities at this time. Because of freight expenses (hangers are considered oversized), fewer hangers still cost near the same as a 40-pack would and significantly more on a per-hanger cost. **Q: The dimensions of hanger, regarding height, is stated at 6". This is from top of hook to bottom of rail?** A: According to my measurements it is 6” from top of hook to top of bottom rail.
