For my application I removed the thermal tape and set them in place with some JB Weld epoxy. I did lightly sand the heat sink and the IC both for good adhesion. And yes I know that they're permanently applied, which is what I wanted. No fear of the thermal tape letting go. The controllers now run close to 12 degrees F cooler. So they work for me. The part I'm using these on is permanently soldered in place.
