The cover has four ties, one sewn to each side. The cover can be pulled and cross tied with just a bit of material on the bottom so that when I bolted the seat back on the chair the cover edge was totally hidden. **Q: Would this cover stretch to fit 22"x22"?** A: My seat is 21x20x3 and it fits perfectly.
