If you notice, they don't say "this cream is 2.5% retinol" they say it "contains 2.5% retinol" which means that is one ingredients and when mixed with the rest of the cream results in a concentration of about .25%. Most of these have a concentration of .25% to .5%. The highest that anybody is going to put on their face is 1% and some of the better ones have this concentration. To compete with this, the companies selling weaker ones resort to the fake numbers to trick you into buying it.
