I do remove the pith from the peels before using in cakes. The pith does make a significant portion of the package, but its flavor is less intense. It's not absolutely necessary, but for more flavor I would recommend removing the pith.

I have been buying candied lemon and orange peels made by Olive Nation for two seasons now. The peels are very flavorful and I use them in fruit cakes.
