Does the bottom shelf needed to be used? Just want a stationary cart with open bottom

The bottom shelf does not need to be used. My small kitchen island holds a Breville Smart Oven on the maple top. The island doesn't need anything on the bottom shelf to be stable. I keep baking pans on the bottom shelf. This is an island. It is not a cart. It does not have wheels.

Can you assemble without the drawer? If so, how much extra height would that give the middle shelf?
