Does adding a half inch to 3/8 reducer lower the torque ?

Yes and No if your using a high quality industrial reducer the loss will be barely measurable, the longer you extend out the more twisting you’ll get from the extension. When you go from 1/2” to 3/8” even more so and when you go from a high quality tool to a budget tool you’re going to risk breaking the extension/reducer.

How is nut busting torque diffrent from max torque ?

It takes less torque to loosen a bolt than to tighten it. Therefore, if a bolt it tightened to 1500 ft lbs, it doesn't require 1500 ft lbs to loosen that bolt. It might be 20-30% less torque to loosen. So when they say the tool can generate 1500 ft lbs of nut busting torque, what they are actually saying is that it can loosen a bolt that has been tightened with 1500 ft lbs of torque. This is why you have the phrase nut busting torque. An impact tool will always boast a higher number for "nut busting torque," because, as I explained, this isn't describing the torque the tool is generating, but rather the amount of torque that was applied to the bolt when it was tightened.
