Good Border
I'm a teacher. It's black corrugated border. Good quality as usual with Pacon. What can I say? It's useful and most likely exactly what you expect it to be.

Not perforated
The border has perforated edges, but it did not come off easy. I literally had to cut the border apart which resulted in frayed and ripped edges.

Not quite what I expected
This was confusing because I thought I was getting all 7 colors as there was no place to select a color. So they sent black. At least it want brown. $11 is a lot to put for black border. The border itself was fine.
