My regular belt is 30" what size should i got?

My husband wears a 30 everyone said go up a size but the 32 I got, he says is too big. he feels like its not holding his pants up. This belt wont stay where he puts it,keeps coming out of the hole and the Velcro not holding up either, just use your own judgment. Not everyone gets the 'dud'
