Can you grow coast live oak trees in pot?

Sure. A container contains and can serve to keep a tree smaller. Be sure that your pot and soil are very productive. Oaks do not like to stand in a wet/damp/moist soil for an extended time. They are sensitive to being overwatered, drainage is very important. No moisture control soil, amend well with coarse perlite for aeration and faster drainage, no catch tray.

Aren't oak trees difficult to transfer and prone to becoming root-bound? What are the success rates of transplanting trees of this size?

It comes bare root. Mine has been in the ground for a little over a year now, and it has plenty of healthy new growth on it.
