What part of "made in china" and "sold by a company in illinois usa" makes this a "japanese" tool?

I love how the seller answered this question and said, "this is japanese tool. made in japan", but if you look at the pictures of the protractor in the packaging, it clearly says "made in china" at the bottom of the package. XD

Does the thumb screw on the protractor allow you to tighten the arm to "save" and transfer angles accurately?

Yes, the thumb screw does tighten and allow the user to "secure" the angle. However, the angle can easily get bumped and move on you, just due to the fact there there is no true locking mechanism. I suggest using this protractor to set the angle, then use a different tool to match the angle and transfer it to another work piece. You could certainly use this tool as an all in one stop, but in my experience, you just need to be careful not to bump it, else the angle will change on you.

Will this work for inside angles?

No. I use another Shinwa product (the adjustable T Bevel) to duplicate an inside angle and then measure it with protractor.
