Would this be useful for monitoring a rotary phase converter?

If you mean a contactor to provide phase reversal, then yes it could do that. Most people use it a a strait lockout with a contactor, so it cannot engage with a reversal, and to report the problem with for example a light. There are cheaper HVAC products that do lock out well.

Money saver

This product works great if you have a motor in an area with fluctuating power issues. It will shut the motor down instead of having it start, stop, start. Done changing out expensive motors every year. Will use the controller again.
