My lawn tractor front tire constantly pops off the rim while mowing, I can see no damage to rim.  Will this help seal the tire and hold it in place?

It is not an adhesive so much as a sealant. It went on thin and liquidy and got tacky by the time I had the tire bead reset. I would have my doubts it would hold a tire on a rim that keeps falling off. However it worked perfectly sealing my motorcycle's front tire to the rim which had tiny bubble bead leaks all around both sides since the dealer put it on, and which they 'repaired' by removing the tire and reseating it a second time. A coworker of mine had a lawn tractor with a tire that kept popping off-he switched to solid wheels instead of an air filled tire.

can I use it when I install the new tires I need to use tire paste instead ?

It reduces friction and wear on the tire machine. Rim (or bead) sealer works on all wheels, but is particularly useful for wheels with a leak; this may be due to corrosion or damage. It gets tacky and helps seal the tire rubber to the metal wheel. Although rim sealer begins as a viscous paste, it becomes tacky quickly when exposed to air, and should not be used as a replacement for tire paste. Do you have to take the tire off the rim to use this sealer? or can I just deflate and push the bead to the middle of the rim? do you let it dry 1st?

As a 30-year tire professional, rim examination is a must, with the tire off the rim. Many of today's chrome-plated wheels are delaminating at the rim seat due to salt use on winter roads and caustic cleaners.  If the rim is sound, apply the sealer to the rim only, and mount the tire.  Be careful not to overuse the sealer, as it can affect TPMS operation.  Good luck!
