It can, but if it does it has an existential crisis and stops working.

Is this too young for an 8 year old?

I think that an 8-year old could put this together with some assistance. My son and I put it together. He is 8 years old, but cognitively around 6 years old due to handicap. He was able to do a lot of the work, but needed help and supervision along the way. He enjoyed the putting it together with me more than playing with the robot. 
