What is the actual net weight of the poncho?

Per my digital scale, the Poncho alone weighs 7.6 ounces / 218 grams. With its stow bag, 8.3 / 238. I recommend adding a .5 oz / 16g bungee cord to tie it down around your waist in the wind.

What does this weigh?

I threw one on a postal scale and it weighed in at just about 9 oz in the carry bag.

What are the dimensions (LxW) of this poncho?

Front and back panels are 40" H (bottom of hood to bottom of poncho) by 52" W (arm to arm).

Will it fit somebody that is built like a retired NFL lineman? (6'4" and around 300 pounds...and still go over a small backpack)

Probably. It is big. I had plenty of room and I'm 5'8" & 300.
