no. they are tires you have to put on your own rims. they are replacement tires.

Is this the folding type?

These are wire bead, not the folding Kevlar bead type.

Does this model rate at 65 psi max? Is it the larger air intake or the skinnier one?

Tim, the PSI range on the tire is 40 - 65 PSI. I run mine at 65 PSI and have the same tires on two different bikes and I love them! Also you mentioned the valve stem which has nothing to do with the tire it depends on what inter-tube you are using and what type of rim is on your bike. I use the one with the 32mm valve stem.
