Is the beach ball 12" inflated or deflated?

Neither. it is a 12" semi-circumference when fully inflated. That translates to 7.64" diameter (24/pi)

It seems really ridiculous that no one knows but what is the material these are made of!?

Basic beach ball plastic. We used them for play props.

Probably not USA. Good product though at a good price.

Are these almost perfectly round?

I've ordered 2 batches two different times. The first batch was the 12 inch and they are round, I didn't have any misshapen ones. The second batch I ordered they were 6 inches and there were some that were misshaped.
