"Tapcons" for cheap
These are just as effective and almost half the price as cement screws at the big box stores.

These do not work buy Tapcons
These screws don’t work in cinder blocks so I’m sure they will not work in concrete. It takes 2-4 screws to get one in to a block wall.

Would not drive into concrete floor. Maybe OK for cinder block, but not good for concrete.
