Could they be used on the feet of a wooden garden bench?

You could possibly use one under each leg of a garden bench, this would be the most stable option. I wouldn't recommend more than one, stability would be compromised.

can these feet be used to support planters resting on resin bound surface

Mine aren't on a resin bound surface but I can't see any reason why you would be able to use them, I would imagine you can use them on all kinds of different surfaces, they're really good, in fact I've recently ordered more of them. I would highly recommend them.

can I cut inset out to fit feet of my washing machine?

Yes, if you’ve got the right tools. The rubber is dense, but a sharp wood drill wood do the job (as long as the washing machine feet are circular.

Are these stands suitable for use on ceramic tiled patio-any staining etc?

They are suitable for any surface and no they do not stain
