Can a horse figure out how to unlock it?

Horses are darn clever, but if you spin the locking mechanism all the way down tight, it would be quite secure. I do not believe a horse could rub it enough to unscrew that locking mechanism.

Is this strong enough to attach to an anchor for a dog tie out?

No problem holding your dog even though the strongest and largest dogs . They are rated at around 2600 lbs.What you should worry about is whether the dog leash or anchor is strong enough.

I have a set of 2.7cm internal diameter rappel rings. Will these fit onto this carabiner?
